In light of rising secessionist sentiments from the South, Lugga urged the North to prepare for the possibility of separating from Nigeria.According to Vanguard, Lugga expressed concern about the lack of unity among northerners in protecting their interests, noting that southern groups, like the Biafrans, have organized themselves more effectively.

He pointed out the proactive steps taken by southern states to tackle security issues, such as establishing regional security forces, and highlighted that the North has not implemented similar measures despite facing severe security challenges.Lugga also referenced historical fears among early Nigerian leaders regarding the merger of the North and South, indicating that the current union is still fragile.
